This should bring up a window with al your services listed. To see what state you are in at present look at the list of windows services (don't alter any of them though) which you can see by going to the services tab of task manager and clicking the blue text to 'Open services'. MAYBE such a tool over-ruled what you set in control panel, though part of me suspects this should not be possible. It is possible that there might be some sort of tool on your computer (likely from the manufacturer) which might have things relating to update settings contained within it. One possible reason for what happened to you MIGHT be the existence of third party software which contains some kind of updater and thinks it is it's business to manage windows updates. Both should be 'In-sync' so if you change update settings in either then both change to the setting you set whichever you used to set it. In my experience one can reliably turn of auutomatic updating just by using control panel, although there are options for it within pc settings they should always directly mirror what options you have set in control panel.
